  1. This Invitation for Bids (IFB) follows the “General Procurement Notice”  for this project that appeared in ADB Business Opportunities; issue No 545 of 31st October 2000.

  2. The Government of Democratic Socialist Republic of Sri Lanka has received a loan from the Asian Development Bank (ADB) towards the cost of Fiscal Management Reform Program, and intends to apply part of the proceeds of this loan to payments under the agreement resulting from this IFB for Phase I- Automation of the Inland Revenue Department of Sri Lanka .

  3. The chairman, Cabinet Appointed Procurement Committee now invites sealed bids from eligible Bidders for supply, delivery, installation and commissioning of Local Area Network, Wide Area Network, Telephone System, Electrical System, Data Center , Disaster Recovery Site, Hardware, Software, Training, Civil Works, Maintenance and Related Goods & Services for the Inland Revenue Department of Sri Lanka. This system should be provided as a turnkey solution.

  4. The contract period for the requested tender is eighteen (18) months.

  5. Bidding will be conducted using the Single-stage; Two-envelop bidding  and International Competitive Bidding (ICB) procedures specified in the Asian Development Bank’s Guidelines: Procurement under ADB’s Standard Bidding Documents for Goods (“ADB SBD”) and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria: 

(a) Experience under Information Systems contracts in the role of single entity or a partner for at least the last 5 years prior to the application submission deadline, and with activity in at least nine (9) months in each year.

 

(b) During the past three (3) years, the Bidder must have successfully implemented at least two (2) Network Solutions in a similar environment with similar complexity, and the bidder who is committed to open system architecture and has successfully implemented.

 

       The similarity shall be based on the generic functions, complexity,    methods/technology or other characteristics as

       described in the technical requirements

 

       (c) The average annual turnover (expressed in US Dollars) defined as the total payments received by the bidder for similar contracts completed or under execution in any two of the last three years, shall exceed USD 20 million.

 

       (d)  Capabilities to have a cash flow amount US$ 1.5 million or equivalent net of the applicant’s commitments to other contracts over the particular contract period, neglecting the effect of any advance payment made for this contract.

 

  1. Interested eligible Bidders may obtain further information from the Fiscal Management Reform Program (FMRP) Project office of Sri Lanka and inspect the Bidding Documents at the address given below during working days from 0900 to 1600 Hrs. (Sri Lanka time), commencing from 03rd January, 2008.

  2. A complete set of Bidding Documents in English may be purchased by interested Bidders on the submission of a written application on a business letterhead, and upon payment of a non-refundable fee of Sri Lankan Rupees Ten Thousand  (Rs.10,000.00), or equivalent amount in a freely convertible currency in Sri Lanka (Dollar, Yen or Euro etc).  The method of payment will be cash or bank draft drawn in favour of;

          The document will be sent by courier to the foreign bidders with an additional cost of Rs. 6,000.00

  4. Bids must be delivered to the address below at or before 1400 Hrs. (Sri Lanka time) on 05th March, 2008

    All bids must be accompanied by a bid security of not less than Sri Lankan Rupees Twenty million (SLR 20M) or equivalent amount in a freely convertible currency in Sri Lanka (Dollar, Yen or Euro etc).

    Any bid received by the purchaser after the bid submission deadline will be rejected and returned unopened to the bidder.  Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below immediately after the closing of bids on 05th March, 2008.

  5. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is covered by a valid license, and (ii) that violations are considered fraud which is, among other remedies, would make firms ineligible from participation in future Asian Development Bank-financed procurement.

  6. The Purchaser will not be responsible for any costs of expenses incurred by bidders in connection with the preparation or delivery of bids

  7. A pre bid meeting will be held at 14.00 hours on 01st February 2008.
